Sure. You should be able to set up for digital trunking. Also you may want to check to see if they have any old repeaters set up still broadcasting for on-person radios. Most places keep those active awhile :)

Ha this is something I definitely am not qualified to answer. In truth I don't much care for my own site layout etc- but I'm just not able to do much better :) I like something easy to navigate with little adds, lots of pictures/media, clear links and tonnes of depth without being hard to find thing...

Yeah the tape is crap but I kinda did it on purpose. If I made it all purdy- I would be nervous and hesitant etc. This way- ugly planes people dont tend to care much. And are generally more impressive :)
